In the 2026 official land price survey (the prices of standard sites as of January 1, published every year by the Ministry of Land, Infrastructure, Transport and Tourism), the average of 47 residential sites in Tomakomai was ¥20,291 per m², the median was ¥19,000, and the average change was +4.15%. In tsubo terms (1 tsubo = 3.3 m²), the average is about ¥67,000. While land prices in regional cities across Japan keep falling, Tomakomai continues to rise. However, you cannot talk about the whole city in the same way, because the gap between districts widens every year.

Three key points

  • The east is strong: The area around Numanohata Station (Takuyu, Hokuei, Shinkai, Utonai Kita) holds the top places in the city, and prices have roughly doubled in 10 years
  • The center is rising gradually: Kasugacho and Misonocho rose by around 10%, but commercial land in front of the station (Omotemachi) keeps falling
  • The west is flat: Nishikioka, Nozomicho, Miyamaecho and Tokiwacho have small increases, and some sites are at 0%

The east more than doubled in 10 years, while parts of the west fell. Even within the same city, these figures mean completely different things to buyers and sellers.

How to read each district

East (Numanohata, Takuyu, Hokuei, Shinkai, Utonai, Tokai)

This is the most expensive area in the city, and prices keep rising. The background is convenient transport, with about 50 minutes by rapid train from Numanohata Station to Sapporo and about 15 minutes to New Chitose Airport, as well as businesses locating in the Tomato (Tomakomai Eastern) area. New housing lots sell as soon as they come on the market, and second-hand houses also hold their value well. It is a good area for sellers and a highly competitive area for buyers.

Center (Kasugacho, Misonocho, Suehirocho, Sumiyoshicho, Otowacho, Shinnakanocho)

In 2026, rises in the center stood out, with Kasugacho 3-chome at +12.7% and Misonocho 3-chome at +10.6%. Schools, hospitals and supermarkets are within walking distance, and the area is valued as a place where people can keep living as they get older. However, compared with 2016, prices are almost flat, and there has been no big rise like in the east.

North (Hokkocho, Shiroganecho, Sakuragicho, Koyocho, Keihokucho)

These are residential areas around Aoba Station. Prices are ¥15,000 to ¥30,000 per m², with quiet residential streets. Increases are about 4 to 7%, in line with the city average.

West (Itoi, Sumikawacho, Tokiwacho, Nishikioka, Nozomicho, Miyamaecho, Meitokucho, Hokuseicho)

The area around Itoi Station is rising, with Nisshincho 1-chome at +9.2%, Kawazoicho 6-chome at +9.8% and Sumikawacho 2-chome at +6.9%. On the other hand, Tokiwacho, Nozomicho, Miyamaecho, Hokuseicho and Hamanasucho, west of Nishikioka Station, are flat or falling, at ¥6,000 to ¥15,000 per m², the most affordable price range in the city. Large plots are available cheaply, so this area suits people who want a single-story house or a large parking area.

Outskirts (Uenae, Yufutsu, Tarumae, Misawa, Aza Itoi)

Prices are ¥830 to ¥7,750 per m². Aza Tarumae and Aza Misawa have not changed in 10 years. Demand as residential land is limited, but the plots are large, so we get inquiries about using them as material storage yards or business land.

Commercial land: falling in the center, rising along arterial roads

Location 2026 ¥/m² Change 2021
Omotemachi 5-chome (in front of the station) 42,600 −1.8% 49,500
Omotemachi 1-chome 40,700 −1.0% 44,500
Omachi 1-chome 29,300 0.0% 30,000
Nishikimachi 2-chome 28,600 0.0% 29,700
Futabacho 3-chome (along National Route 36) 27,800 +1.5% 26,600

While residential land rises, only commercial land in front of the station is falling. Industrial land is rising: Ipponmatsucho (warehouse) was ¥14,000, up +6.1%, and Motonakanocho 2-chome (office) was ¥16,300, up +3.8%.

How to use these figures

  • Sellers: If you own land in the east, prices are at a high level. They are still rising, but the increases may get smaller each year, so if you plan to sell, there are few reasons to put it off. In flat areas in the west, waiting will not change the price.
  • Buyers: The east is highly competitive, with little room to negotiate on price. If you want to keep your budget down, Itoi, Sumikawacho and Tokiwacho are within 15 minutes of the center by car, at less than half the price of the east.
  • People who have inherited land: The assessed value for property tax (kotei shisanzei) is roughly 70% of the official land price. The road price (rosenka) used for inheritance tax is about 80%. To get an idea of a sale price, the quickest way is to find an official site close to your land.

We are headquartered in Honkocho, Tomakomai, and handle sales brokerage throughout the city. Official land prices are only figures for standard sites. The price of an actual plot changes with its shape, how it faces the road, the width of road frontage, and the water and sewer connections. We offer a free valuation of the current price of your land with three items: the property type, the location and your contact details.
